NOTICE OF RACE (amended 20/02/05)

 

International Sailing Series, Celebration of EXPO 2005


2005 MISTRAL CLASS & FORMULA WINDSURFING CLASS ASIAN CHAMPIONSHIP

April 3rd,  2005 - April 9th 2005
Gamagori, Aichi, Japan

1. EVENT
1.1 The 2005 Mistral Asian Championship (MAC) and the 2005 Formula Windsurfing Asian Championship (FWAC) will be held from April 3rd, 2005 to April 9th 2005.
1.2 The MAC will count towards the ISAF World Sailing Ranking List and towards the Mistral Asian Ranking List.
1.3 The FWAC is a Qualification Regatta, in the Mens Division, for the 2005 Formula World Championships. A total of 5 qualification places are allocated to Asian competitors in the Asian Championships. The Formula event is also a Level 1 Formula World Ranking event.

2. ORGANISER
2.1 The Championships will be organized by the Japan Sailing Federation (JSAF) together with the Local Organising Authority (LOA)
2.2 Coordination and cooperation is Japan Association for the 2005 World Exposition

3. VENUE
3.1 The event will be based on the Gamagori-city Aichi-prefecture. 
3.2  Air temperatures in April  are expected to be 12 >20 deg.C, with wind speeds of 5-25 knots depending on the time of the day.  Water temperatures are likely to be above 16 >18 deg.C.   

4. RULES
4.1   This is an ISAF sanctioned event governed by:
4.1.1 The ISAF Racing Rules of Sailing  2005-2008 ("RRS") Including App. B-Windsurfing;
4.1.2 The current  IFWC (Formula) and IMCO (Mistral) Class Rules and Championship Rules;
4.1.3 The Notice of Race (NoR) and the Sailing Instructions (SI's). 
4.1.4 Where there is a conflict between Class Rules and the NoR, the NoR will take precedence;
4.2    IMCO & IFWC are category 'C' classes as set out in ISAF Regulation 20-Adverising Code .

5. ELIGIBILITY & DISCIPLINE
5.1  All entries shall meet the requirements of ISAF Regulation 19 - Eligibility Code.
5.2  A minimum of 3 races is required for a valid championship in each fleet/division.
5.3  Competitors shall be members of the relevant national class association , which shall be paid up members of  IWA ; or paid up individual international members.
5.4  Membership formalities can be completed on site.
5.5  Competitors shall possess valid third party liability insurance.

6. CLASSES
6.1  Mistral Asian Championship (MAC) & Formula Asian Championship (FWAC)
6.2 These Championship shall be a single discipline 'Open Entry' event for Divisions A and B and C and D

7. DIVISIONS
7.1 Gender:  Men (A); Women (B); Youth (C); Junior (D)
7.2  A minimum of 5 entries is required to constitute a 'fleet' or a division within a fleet.
7.3 Age
7.3.1 Youth (C) is a man or a woman who is less than 20 years old;
7.3.2 Junior (D) is a boy/girl who is less than 17 years old;
7.3.3 A competitor must have reached the minimum age limit, in the relevant division, by Dec. 31st , 2004.
7.3.4 A competitor must not be older than the maximum age limit, in the relevant division, by Dec. 31st, 2005

8. EQUIPMENT  
8.1 All competitors may bring their own equipment.

9.MEASUREMENT
9.1 It is the responsibility of each competitor to ensure that his/her sailboard and equipment conforms to Class Rules.
9.2 Measurement and equipment checks may be made throughout the event.
9.3 Competitors shall be on site from 10.00hrs on April 3rd, 2005 for registration & measurement.

10. SAIL INSIGNIAS
10.1 (MAC)  National letters & sail numbers comply with Class Rule C.9.2.

11.BUOYANCY
11.1 If personal buoyancy is prescribed, each competitor & support boat crew member shall wear, above the waist, a jacket, harness, or vest with a minimum buoyancy of 4kg. uninflated, in fresh water. The buoyancy shall be tested with a ferrous metal weight of 4kg. which shall remain supported for a minimum of 5 minutes.

12.LIABILITY
12.1 Competitors take part in all races at their own risk. The LOA, WFJ, JSAF, IMCO , IFWC or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result. Participation in this event, supporting events and in each race in them is at the sole discretion of the sailor and at his/her own risk.
12.2  Notice is drawn to RRS 4.

13.COURSES
13.1 Olympic trapezoidal  courses shall be used.

14. SCORING
14.1 The RRS low points scoring system will apply.
14.1.1 Three races in Mistral class and three races in Formula class: are required to be completed to constitute a series.
14.1.2 The scoring system is as follows for Mistral and Formula :
(a) When fewer than four races have been completed, a boat's series score will be the total of her race scores.
(b) When four to nine races races have been completed, a boat's series score will be the total of her race scores excluding her worst score.
(c) When from ten to eleven races have been completed, a boat's series score will be the total of her race scores excluding her two worst scores.

15.INTERNATIONAL JURY
15.1 An International Jury will be appointed in accordance with the RRS 70.4. Their decisions will be final and cannot be appealed.

16.SAILING INSTRUCTIONS
16.1 The 'Championship SI' will be available at registration as will the Event Programme scheduling social events.

17.COACHES
17.1Coaches are required to register in advance.  Coach boats may support competitors, please advise the organisers in advance. .
17.2 Coaches are required to wear a buoyancy aid when the "Y" flag is flown.

19.MEDALS & PRIZES

19.1 Medals may be awarded to the first three Men/Women in each Class/division depending on entry numbers.

20.TELEVISION & MEDIA
20.1 In registering for the event, competitors automatically grant to the Organising Authority the right in perpetuity to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event, for the said Championship as defined in the Notice of Race and Sailing Instructions in which he/she participates without compensation.

21. BIBS/VESTS & COMPETITORS SAIL BRANDING.
22.1 During racing, competitors may be required by the organisers to wear bibs/vests carrying the event sponsors' branding; and carry the event sponsor's advertising on their sails. The maximum area that the event sponsor’s branding may occupy is 600mmX1000mm immediately below batten #4 .The stickers may not be cut or trimmed .

22.DRESS CODE
22.1Smart casual clothes will be required for the Opening & Closing Ceremonies.
22.2 The organisers reserve the right to refuse entry to any person to such events if in their opinion their standard of attire is not commensurate with the occasion .

23. ACCOMMODATION
23.1 Competitors will be accommodated at a cost \5500~ \8000 per day including two meals. 

24. AIR TRAVEL/TRANSPORTATION
24.1Take international flights to CENTRAL JAPAN Int.Airport (
http://www.centrair.jp/en/index.html) ) and then take the bus or Taxi to the border to GAMAGORI (40 Min. drive)( http://www.laguna-gamagori.co.jp/ )where you will be met by a representative of the LOA who will assist in your transfer to your hotel accommodation. 
24.2 Please fax the LOA your flight details advising the number of people in your party and the amount of equipment/luggage to be carried. 

25. REGISTRATION
25.1 The registration office during the regatta only will be in the club house. 
25.2 Competitors will be required to produce the following prior to completing registration formalities on site:
- Original Regatta Entry Form (Form 1)
- Evidence of valid third party insurance to the liability value of US $2,500,000
- Proof of age (Passport)
- Parental/legal Guardian Assent (Form 2) if needed
- Measurement Form signed by the Official Measurer
